A long sleeve over shorts on a hot day is a choice about proportion, not temperature — it gives the top half real weight so the wide shorts don't float. The stripes run horizontally, which widens the chest and shoulders and balances how much fabric is happening below the waist. The socks-and-slip-ons finish keeps the whole thing from looking considered.
